To vigorously develop the "four engine industries" including the bioeconomy, Heilongjiang Province has formulated and issued related policy documents such as the Heilongjiang Province "14th Five-Year Plan" Bioeconomy Development Plan and Several Policy Measures of Heilongjiang Province to Support the High-Quality Development of the Bioeconomy. The 13th Provincial Party Congress, which has just concluded, also made it clear that over the next five years, Heilongjiang will focus on developing the "four engine industries" — the digital economy, the bioeconomy, the ice and snow economy, and creative design — transforming the development pattern, adjusting the structure, promoting high-quality development, and meeting the people's aspirations for a better life at a higher level. The main policies include providing rewards, subsidies, and financial support across 17 areas to enterprises that build processing and manufacturing projects in Heilongjiang Province in the fields of biopharmaceuticals, biomanufacturing, biological agriculture, bioenergy, biological environmental protection, and biomedical engineering. Up to RMB 50 million in funding will be provided for "lead goose" bioeconomy teams that innovate and start businesses in Heilongjiang Province.
The People's Government of Heilongjiang Province signs a strategic cooperation agreement with Shenzhen Beike Biotechnology Co., Ltd.
Under this strategic cooperation agreement signed with the Heilongjiang Provincial Government, Beike Biotech plans to build "one institute, two centers, and N platforms" in Heilongjiang Province — namely, the Heilongjiang Digital Life International Research Institute; the Digital Life R&D and Education Center and the Digital Life Industry Cluster Center; and a multinational science and technology innovation incubator platform, a digital life civil-military integration platform, a medical big data trading platform, a medical AI platform, a comprehensive pharmaceutical reform demonstration platform, an advanced technology application demonstration platform, an innovative medical service platform, and a healthcare industry investment platform. Beike Biotech's digital life industry project will be located in Harbin New District, with a wearable medical device production base and exhibition center project to be launched first.
