The China Standardization Expert Committee Strategic Work Symposium and the "China Standards 2035" Project Symposium and Academic Conference of the China Standardization Expert Committee were held during the IEC General Meeting in Shanghai on 24 October and during the Qingdao International Standardization Forum on 28 October, respectively. Tian Shihong, Deputy Director of the State Administration for Market Regulation and Director of the Standardization Administration of China, attended and addressed the meetings. The Chair of the China Standardization Expert Committee, Wu Hequan, Academician and former Vice President of the Chinese Academy of Engineering, and Vice Chair Zhang Gang, former Counsellor of the State Council, presided over the meetings.
Tian Shihong noted that, as China's standardization integrates into economic globalization, promotes high-quality development, and supports the modernization of the country's governance system and capacity, four shifts are under way: the architecture of the standards system is shifting from a government-led monolithic structure to a dual structure coordinating government and market; standardization is broadening from the industrial sphere to the primary, secondary, and tertiary industries and to social undertakings; standardization work is moving from a focus on standards development to managing the entire process of development, implementation, and implementation oversight; and the international dimension of Chinese standards is moving from simply adopting international standards to a comprehensive international engagement spanning the adoption of standards, participation in standards development, and standardization governance. At the same time, China's standardization work faces four major challenges: restructuring the standards system, innovating the institutional and working mechanisms of standardization, raising standardization capacity, and internationalizing standards. Tian Shihong gave full recognition to the work of the Expert Committee and expressed strong hopes that it would play an effective role in standardization strategy research and other work.
The experts present discussed key issues related to the implementation of China's standardization strategy. Heads of international and regional standardization organizations including ISO, IEC, and CEN/CENELEC, and of the national standardization bodies of the United States, the United Kingdom, France, Germany, Austria, and other countries, attended, alongside Expert Committee members including Gong Jianya, Academician of the Chinese Academy of Sciences; Zhao Xiangeng and Gan Yong, Academicians and former Vice Presidents of the Chinese Academy of Engineering; Chen Zhijie, Chen Xuedong, Guo Jianbo, Gao Wen, and Xie Jianping, Academicians of the Chinese Academy of Engineering; Zhang Xiaogang, former ISO President; and Lang Zhizheng, former Counsellor of the State Council. Members of the "China Standards 2035" project group also took part.
During the meetings, Tian Shihong presented appointment letters to newly appointed advisors and members of the China Standardization Expert Committee.
