On November 19, 2015, during the China Hi-Tech Fair (CHTF), the Dapeng New District, together with the Municipal Development and Reform Commission and the Municipal Investment Promotion Bureau, hosted the Shenzhen International Biotech Valley Investment Promotion Conference under the theme "New Opportunities for Investment and Development in the Biotech and Life-and-Health Industry". Nearly 200 leading enterprises and investment institutions from biotechnology and life-and-health-related industries attended.
As one of the priority partner enterprises of the Dapeng New District, Beike Biotech was invited to attend the conference. At the event, Dr. Hu Xiang, Chairman of Beike Biotech, signed an intent agreement with the Dapeng New District for relocation to the International Biotech Valley. A total of 12 enterprises participated in the signing, becoming the first batch of companies to settle into the Shenzhen International Biotech Valley. Gao Guohui, Deputy Secretary-General of the Shenzhen Municipal Government; Wang Jingdong, Secretary of the Party Working Committee of the Dapeng New District; Yue Xin, Deputy Director of the Shenzhen Municipal Market and Quality Supervision Administration Commission; and Qiu Xuan, Member of the Party Leadership Group and Deputy Director of the Shenzhen Science and Technology Innovation Committee, attended and witnessed the signing ceremony together.
As a Shenzhen biotech high-tech enterprise, Beike Biotech, with the support of the Shenzhen Municipal Government, has undertaken the construction and operation of the "Shenzhen Comprehensive Cell Bank" and the "Shenzhen (Beike) Regional Cell Preparation Center". The "Shenzhen Comprehensive Cell Bank + Regional Cell Preparation Center" serves as an important pillar and innovation carrier of the Shenzhen Municipal Government's "innovation chain + industry chain" layout for personalized cell therapy, providing storage and preparation technology services for stem cells, immune cells, and other cell resources to citizens and to technical teams settling in the city. The Dapeng New District places great importance on the development of the biotech and life-and-health industry. Seizing Shenzhen's leading edge in fields such as genomics and biotherapy, it is building biotherapy innovation carriers, strategically deploying biotechnology and industrialization, and creating an internationally competitive bio-industry system in frontier fields such as clinical diagnosis and treatment and regenerative medicine, so that the Shenzhen International Biotech Valley becomes an important carrier representing the country in global science, technology, and industrial competition and enhancing China's innovation capacity and competitive edge.

Since the establishment of the Dapeng New District, around the strategic goal of building "three islands and one zone" to create the Shenzhen International Biotech Valley, the district has innovated systems and mechanisms, accelerated the construction of research carriers and the translation of achievements, and advanced the development of strategic emerging industries. A new landscape of innovation-driven science and technology has begun to take shape. Currently, supporting the construction of the Biotech Valley, innovation institutions such as the Shenzhen National GeneBank, the Shenzhen Biological Breeding Innovation Research Institute of the Chinese Academy of Agricultural Sciences, and the Shenzhen Agricultural Genomics Institute of the Chinese Academy of Agricultural Sciences are gradually being established, while science and technology R&D incubation platforms such as the Life Sciences Industrial Park and the Marine Biology Industrial Park are emerging. With a series of world-class projects landing — including the team of Professor Roszman, an academician of three academies (the U.S. National Academy of Sciences, the National Academy of Medicine, and the Chinese Academy of Engineering), and the team of Nobel laureate Professor Marshall — Shenzhen's "Qianhai Cooperation Zone in the west, Dapeng Biotech Valley in the east" two-wing development pattern is rapidly taking shape.
Construction of the core launch area in Baguang of the Biotech Valley is now in full swing, with thirteen infrastructure projects underway and the planning and construction of key industrial carriers such as Bio-Home being accelerated. As part of the Shenzhen National Independent Innovation Demonstration Zone, the New District is actively seeking to land some national pilot policies in Baguang. In accordance with the requirements of the Implementation Plan for the Construction of the Shenzhen National Independent Innovation Demonstration Zone, the New District has comprehensively revised the existing "1+7" talent policies, increasing support for talent introduction, training, incentives, and housing in light of local realities. To jointly establish a Shenzhen branch of the National Drug Review Center in the Shenzhen International Biotech Valley by Shenzhen and Hong Kong, the New District, together with the Municipal Foreign Affairs Office, has held repeated communications with the Hong Kong SAR Government and reached consensus.
