Since the founding of Dapeng New District, the district has worked toward the strategic goal of "Three Islands and One Zone" to build the Shenzhen International Bio Valley, innovating institutions and mechanisms, accelerating the construction of research platforms and the translation of results, and advancing the development of strategic emerging industries. A new pattern of innovation-driven science and technology has taken initial shape. Currently, innovation institutions supporting the Bio Valley — such as the Shenzhen National GeneBank, the Shenzhen Biotechnology Breeding Innovation Research Institute of the Chinese Academy of Agricultural Sciences (CAAS), and the Agricultural Genomics Institute at Shenzhen of CAAS — are gradually being established, and R&D and incubation platforms such as the Life Sciences Industrial Park and the Marine Biotech Industrial Park are rising. With the arrival of leading international projects, including the team of Professor Bernard Roizman, a member of the U.S. National Academy of Sciences, the U.S. National Academy of Medicine, and the Chinese Academy of Engineering, and the team of Nobel Laureate in Medicine Professor Barry Marshall, Shenzhen's east-west development pattern of "Qianhai Cooperation Zone in the west, Dapeng Bio Valley in the east" is rapidly taking shape.
Currently, the construction of the Bio Valley's Baguang core start-up zone has been fully launched, with thirteen infrastructure projects starting construction one after another, while the planning and construction of key industry platforms such as the "Bio Home" is also being accelerated. As part of the Shenzhen National Independent Innovation Demonstration Zone, the New District is making efforts to bring some national pilot policies to Baguang. In accordance with the requirements of the "Implementation Plan for the Construction of the Shenzhen National Independent Innovation Demonstration Zone," the New District has comprehensively revised its existing "1+7" talent policy, and, in line with the New District's circumstances, has stepped up support for talent attraction, training, incentives and housing. To establish a Shenzhen branch of the National Center for Drug Evaluation jointly with Hong Kong in the Shenzhen International Bio Valley, the New District worked with the Municipal Foreign Affairs Office to communicate repeatedly with the Government of the Hong Kong Special Administrative Region and reach consensus.
