Implementation Plan for Deepening the Enterprise Standard "Frontrunner" System
Implementation Plan
To accelerate the improvement of the socialist market economy system in the new era, foster the growth of new business models and new formats, implement the "Opinions of the State Administration for Market Regulation and Seven Other Departments on Implementing the Enterprise Standard 'Frontrunner' System", carry out the requirements of the "Opinions of the CPC Beijing Municipal Committee and the Beijing Municipal Government on Accelerating the Cultivation of New Business Models and New Formats to Promote High-Quality Development of Beijing's Economy", encourage enterprises to develop advanced standards, deepen implementation of the enterprise standard "frontrunner" system, and lead the capital's high-quality economic development with high standards, this implementation plan has been formulated.
I. General Requirements
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and thoroughly applying General Secretary Xi Jinping's important instructions on coordinating epidemic prevention and control with economic and social development, this plan fully leverages the role of standards in promoting the transition between old and new economic drivers, leading quality improvement, deepening supply-side reform, and promoting consumption upgrading. It pushes forward enterprises' self-declaration and public disclosure of product and service standards, deepens the implementation of the enterprise standard "frontrunner" system, transforms the new business models and formats that have emerged through the capital's epidemic prevention efforts into technical standards, cultivates business formats with capital characteristics, supports outstanding innovative enterprises, encourages the creation of leading standards, builds the image of frontrunner enterprises, drives the healthy development of new formats and new industries, stimulates new consumption with new supply, and promotes the high-quality development of the capital's economy.
II. Working Principles
Innovation-driven. Anchored in the capital's strategic positioning and centred on the key fields of building a sophisticated, high-end economic structure through accelerated technological innovation, the role of standards as a bridge for the industrialization of scientific and technological achievements is fully harnessed in support of building Beijing as the National Science and Technology Innovation Centre.
Market-oriented. Enterprise standard "frontrunner" creation will focus on areas where market demand is urgent and where the public derives a strong sense of benefit.
Internationally benchmarked. Enterprises will be encouraged to benchmark against international standards and internationally advanced standards.
Enterprise as the principal actor. The standardization vitality of enterprises will be fully unleashed, encouraging enterprises to evolve from "followers" of standards to "co-runners" and ultimately "frontrunners", thereby raising the level of quality-driven development and core competitiveness.
Regional coordination. The coordinating role of district governments will be fully exercised, with planning, mobilization, organization, and publicity carried out in line with the industrial development characteristics of each district, so as to drive an overall leap in regional quality.
Industry guidance. The policy and resource advantages of relevant industry authorities will be fully leveraged so that policy efforts converge on "frontrunner" enterprises, helping the capital's industries advance to the high end of global value chains.
III. Working ObjectivesThe city will see the emergence of a group of frontrunner enterprises in consumer goods, equipment manufacturing, emerging industries, and the service sector, encouraging enterprises citywide to actively pursue enterprise standard "frontrunner" status, continuously raising the level of core indicators of enterprise standards, and achieving an overall leap in product and service quality. Public awareness and the influence of the enterprise standard "frontrunner" system will be markedly enhanced in the city, the market share of frontrunner products and services will rise broadly, and consumer satisfaction with quality will continue to improve.
IV. Main Tasks
(I) Strengthen targeted cultivation
1. Leverage the role of enterprise technology centres and technology innovation demonstration enterprises. Encourage enterprise technology centres and technology innovation demonstration enterprises, drawing on key core technologies and proprietary innovations and on key progress made in industrial green development, strengthening the industrial base, energy conservation and consumption reduction, clean production, and the integration of industrialization and informatization, to translate independently developed new technologies, new processes, new methods, and new services into enterprise standards and compete to become enterprise standard "frontrunners". 2. Leverage the role of single-product manufacturing champions. Encourage manufacturing single-product champion enterprises to develop product standards for their champion products and to compete to become enterprise standard "frontrunners". (Municipal Bureau of Economy and Information Technology)
3. Leverage the role of "specialized, refined, distinctive and innovative" SMEs. Tap fully the strengths of the city's "specialized, refined, distinctive and innovative" SMEs, "Little Giant" enterprises, and other enterprises undertaking major projects or key research tasks; encourage enterprises to translate their "specialized, refined, distinctive and innovative" technologies into enterprise standards and compete to become enterprise standard "frontrunners". 4. Leverage the role of energy-efficiency "frontrunners". Encourage the city's energy-efficiency "frontrunner" entities to set and implement stricter product energy consumption limit standards, raising energy efficiency and achieving "frontrunner" status in both energy efficiency and standards. 5. Leverage policy stimulus for new technologies and new products. Promote the application and dissemination of new technologies and new products (services), encourage the development of enterprise standards based on new technologies, and encourage producers of new products and providers of new services to compete to become enterprise standard "frontrunners". 6. Leverage the role of branded chain enterprises in living-services industries. Encourage branded chain enterprises in living-services industries — including catering (breakfast), supermarkets, convenience stores, vegetable retail, laundry and dyeing, domestic services, last-mile delivery, and pharmaceutical retail — to develop enterprise service standards, build on the demonstration effect of chain brands, and compete to become enterprise standard "frontrunners". 7. Leverage the role of standardization pilot and demonstration projects. In the course of building national high-end equipment manufacturing standardization pilots, national high-tech industry standardization pilots, and national service-industry standardization pilots, encourage enterprises to translate advanced technologies and services into enterprise standards and compete to become enterprise standard "frontrunners". 8. Lead the development of nationally advanced standards. Guide enterprises towards internationalization and participation in the city's "Hundred Cities, Thousand Industries, Ten Thousand Enterprises Benchmarking and Compliance Improvement Initiative", focusing on artificial intelligence, next-generation information technology, integrated circuits, pharmaceuticals and health, intelligent equipment, green technologies, new-energy intelligent vehicles, new materials, software and information services, and other sophisticated industries — as well as related cross-disciplinary fields and major consumer-goods and financial sectors — to compare enterprise standards with advanced international standards, raise the consistency between domestic enterprise standards and advanced foreign standards, and integrate with international high-standard market rule systems. 11. Leverage the guiding role of capital standardization strategy subsidy funds. Give priority support to enterprises that have achieved enterprise standard "frontrunner" status when applying for capital standardization strategy subsidy funds. Taking into account the construction of integrated standardization service-industry pilots and the service capacity, quality, and delivery of standardization service institutions, give priority support to standardization service institutions that provide assessment programmes for enterprise standard "frontrunners" and benchmarking technical solutions for enterprises participating in the "Hundred Cities, Thousand Industries, Ten Thousand Enterprises Benchmarking and Compliance Improvement Initiative". 12. Leverage the incentive role of the Beijing Municipal Government Quality Management Award. Incorporate the implementation status of enterprise standard "frontrunner" activities into the evaluation indicator system of the Beijing Municipal Government Quality Management Award. 13. Leverage government procurement and financial support. Implement national policies on government procurement that promote the enterprise standard "frontrunner" system. Encourage and support financial institutions to provide credit support to small, medium, and micro enterprises with "frontrunner" status. (IV) Build social co-governance
14. Leverage the role of the standardization service industry. Encourage standardization technical institutions, research institutions, industry associations, testing and inspection bodies, certification bodies, and consulting service organizations and other third-party assessment bodies to focus on the city's key fields, actively participate in drafting assessment programmes for enterprise standard "frontrunners", and undertake technical reviews. Encourage third-party assessment bodies to provide standardization consulting services, including comparative analysis of relevant domestic and international standards, validation testing of key technical indicators, and standards consulting; actively conduct enterprise standard and quality diagnostics for enterprises participating in the enterprise standard "frontrunner" selection; provide customized solutions for enterprises implementing standards; and guide enterprises to apply standards effectively. 15. Leverage expert think tanks. Promote the participation of experts from Beijing-based industry associations, universities, research institutions, standardization bodies, testing and inspection bodies, certification bodies, consulting organizations, and enterprises as members of the national expert committee for the enterprise standard "frontrunner" system, providing technical guidance for key implementation areas. 16. Expand consumer-market influence. Encourage circulation enterprises such as supermarkets to set up enterprise standard "frontrunner" sales zones in prominent locations and to run promotional activities. 17. Improve the regulatory linkage mechanism. Carry out supervision and inspection of enterprises' self-declaration and public disclosure of standards. Effectively link the enterprise standard self-declaration disclosure system with the product quality supervision system, and incorporate the enterprise standards stated on products into product quality supervision and sampling programmes. 18. Strengthen the social oversight mechanism. Leverage commercial federations and consumer associations as bridges, ensure unobstructed channels for feedback, and promote joint oversight of "frontrunner" enterprises by both enterprises and consumers. V. Safeguard Measures
(I) Strengthen organizational leadership
Industry departments and district governments should keep abreast of national progress in implementing the enterprise standard "frontrunner" system and continuously refine related implementation measures. They should focus on the city's ten sophisticated industries, on consumer goods urgently needed for upgraded consumption, and on production-oriented and living-oriented services with capital characteristics; combining the features of each district and industry, they should select priority fields and engage key enterprises in enterprise standard "frontrunner" creation. The progress of enterprise standard "frontrunner" work and the "Hundred Cities, Thousand Industries, Ten Thousand Enterprises Benchmarking and Compliance Improvement Initiative" will be incorporated into the quality assessment of district governments.
