On 28 December 2019, Cui Gang, Director-General of the Department of Standards Innovation Management at the State Administration for Market Regulation, said at the 2019 "Light of Quality" Forum that China's standardization reform and innovation continues to deliver new results. Through reform of industry and local standards and a shift in the way standards filings are managed, a cumulative total of 65,953 industry standards and 37,340 local standards have now been filed.

The 2019 "Light of Quality" Forum, guided by the State Administration for Market Regulation and hosted by the China Quality Press, was held in Beijing on the 28th. Awards including "Innovative Standard of the Year" were chosen via web-based and WeChat-based voting systems. Among the standards selected for "Innovative Standard of the Year" was the national standard for soft-serve ice cream pre-mix powder, which provides a basis for quality control and supervision of soft-serve ice cream products in China. The national standard for water-efficiency grades of reverse-osmosis water purifiers will phase out at least 30% of high water-consumption products. Cui Gang stated that standards management in all areas should follow clear rules, that the various standards systems should be coordinated and complementary, and that the role of standards in leading industrial development should be continuously strengthened. Through the promotion of self-declaration, public disclosure, and supervision of group and enterprise standards, 2,996 social organizations have so far released information on 11,774 group standards, and more than 240,000 enterprises have publicly disclosed more than 1.25 million standards.

Li Xuanqing, Deputy Director-General of the Department of Quality Development at the State Administration for Market Regulation, said that next year the agency will further implement enterprises' principal responsibility for quality, deepen the Chief Quality Officer system, and run nationwide Quality Month activities themed around the Chief Quality Officer. The agency will complete the revision of the "Regulations on the Three Guarantees for Family Cars", strengthen the recall of defective products, effectively address the chaotic quality issues in vehicle and other consumer goods sales and maintenance from an institutional perspective, and protect consumers' rights and the high-quality development of the automotive and other consumer goods industries.
