Notice of the Secretariat of the Standardization Administration of China on advancing work related to the construction of National Technical Standards Innovation Bases
To each national-level Technical Standards Innovation Base ("Innovation Bases" below):
In recent years, the construction of National Technical Standards Innovation Bases has received broad attention and active participation from across the country. The Innovation Bases have played a meaningful role in promoting standards innovation, bringing industry, government, academia, research and capital together, and supporting high-quality industry development. To further strengthen the construction and management of Innovation Bases — and to consolidate the achievements, prevent risks, and realise sustainable, high-quality development — please give attention to the following work directions:
I. Strengthen the analysis of trends in standards and stay focused on industry opportunities
National-level Innovation Bases should track the work of international standards organisations and the standards-research developments in the forward-looking fields of their domain. Within two to five years of accreditation, each base should publish at least one to three standards-research reports relating to international standards, contributing actively to the industrial standards roadmap.
II. Promote the conversion of scientific and technological achievements into standards
Each Innovation Base should work closely with related scientific research projects — including national and provincial programmes — to translate research findings into standards, provide professional support for the inclusion and classification of results in databases of scientific and technological achievements, and feed validated outcomes into standard-setting processes.
III. Strengthen base self-assessment and internal governance
Each Innovation Base should regularly review its operating progress, output, and use of resources, and report any material adjustments to scope or membership through the Secretariat.
