Notice on launching 2018 World Standards Day activities

To the quality and technical supervision bureaus (market supervision and administration departments) of all provinces, autonomous regions, municipalities directly under the central government, cities specially designated in the state plan, sub-provincial cities and the Xinjiang Production and Construction Corps; the relevant ministries, commissions, industry associations and group companies of the State Council; the China National Institute of Standardization, the National Organization Code Management Center, the Article Numbering Center of China, the China Quality Inspection Press and the China Association for Standardization; and the relevant national professional standardization technical committees:
14 October is the 49th World Standards Day. The International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU) have chosen "International Standards and the Fourth Industrial Revolution" as the theme of World Standards Day 2018, and have released an English-language promotional poster and jointly issued a World Standards Day message (see Annex 1).
To implement the decisions and arrangements of the Party Central Committee and the State Council on standardization work and to carry out 2018 World Standards Day activities effectively, the Standardization Administration has formulated the "Promotional Activity Plan for the 49th World Standards Day" (see Annex 2), and will hold the 2018 World Standards Day theme event on the day itself. Around the time of World Standards Day, the Standardization Administration will also work with relevant departments to organize a series of activities, including a thematic seminar on Industry 4.0 and standardization for intelligent manufacturing, "New Standardization Law into Schools", and a Standardization Experimental Base Open Week.
To broadly build social consensus, foster an environment in which all of society cares about and supports standardization work, and effectively carry out the publicity work for World Standards Day 2018, the relevant matters are hereby notified as follows:
1. Raise awareness and strengthen leadership. All localities, departments and relevant units shall, around the theme of World Standards Day and with reference to the "Promotional Activity Plan for the 49th World Standards Day" and based on actual work, summarize achievements – in particular, distill good experiences and practices in which standardization has supported intelligent manufacturing and industrial upgrading and led the development of advanced manufacturing – organize varied and distinctive activities, publicize the achievements of standardization work, popularize standardization concepts and methods, foster a strong atmosphere across society of knowing, abiding by and using standards, and give full play to the important supporting role of standardization in economic and social development.
2. Mobilize broadly and coordinate overall. All localities, departments and relevant units shall not only organize their own units' World Standards Day activities, but also broadly mobilize and overall-coordinate relevant National Technical Standards Innovation Bases, regional standardization research centers, standardization demonstration zones and pilot units, as well as schools, communities, government agencies and enterprises, in order to launch all-round, multi-tiered World Standards Day activities, build consensus on standardization work and form synergy in advancing standardization.
3. Advance solidly and seek substantive results. All localities, departments and relevant units shall strictly observe relevant laws and regulations and the spirit of the Central Eight-Point Regulation, prioritize simplicity and substantive results, eliminate extravagance and waste, and solidly organize each activity. Good practices and experiences shall be summarized and disseminated, and reports on activities shall be submitted to the Standardization Administration in a timely manner; the Standardization Administration will publicize and report on them in a timely manner. By 31 October, all localities, departments and relevant units are requested to submit a summary of their World Standards Day activities (including basic information about the activities, the results achieved, and relevant work suggestions) to the Standardization Administration.
