On 14 October, the 2018 World Standards Day theme event was held in Beijing. Zhang Mao, Director of the State Administration for Market Regulation, and Tian Shihong, Deputy Director and Director of the Standardization Administration of China, attended and spoke at the event. Luo Wen, Vice Minister of Industry and Information Technology, Chen Jianfeng, Secretary-General and academician of the Chinese Academy of Engineering, and Zhao Bo, President of the China Electronics Standardization Institute, delivered keynote speeches. Shu Yinbiao, Vice President of the International Electrotechnical Commission (IEC), read out the World Standards Day message.

2018 World Standards Day theme event held in Beijing

14 October this year marks the 49th World Standards Day. The International Electrotechnical Commission (IEC), the International Organization for Standardization (ISO) and the International Telecommunication Union (ITU) chose "International Standards and the Fourth Industrial Revolution" as the theme of World Standards Day. At the event, the ISO Lawrence D. Eicher Leadership Award and Award for Excellence, the IEC Thomas A. Edison Award and 1906 Award, and the China Standards Innovation Contribution Award were presented.

Zhang Mao noted that, since the 18th National Congress of the Communist Party of China, China has deepened the reform of standardization work, accelerated the establishment of a standardization system in line with international practice, continuously expanded the scope of standardization work, and integrated standardization deeply with industries across the board. This has played an important role in raising the quality of China's products and services, developing the market economy and foreign trade, and improving the level of national governance. In the new era, standardization work faces newer and higher requirements. We must fully recognize the important role of standardization in the Fourth Industrial Revolution, and drive manufacturing to shift from traditional low-cost mass production toward high-end, high-value-added, personalized production. We must continuously innovate the mechanisms of standardization work, raise total-factor productivity, improve quality of life and enhance people's sense of gain. We must work hard to raise the level of standards management, providing innovators and entrepreneurs with higher-quality, more convenient and more efficient basic public standardization services, providing enterprises with a better business environment for survival and development, and providing the public with safer standards-based safeguards in daily life.

Zhang Mao stressed that, faced with new circumstances and new tasks, we must take new measures and achieve new breakthroughs. We must drive the formulation and implementation of a standardization strategy, vigorously advance research on the "China Standards 2035" project, and provide strong support for scientific decision-making in standardization. We must deepen the reform of standardization work and encourage market participants to cultivate and develop association standards and to liberalize and energize enterprise standards in service of improving product quality, industrial caliber and international competitiveness, fully unleashing the standardization-related innovative vitality of enterprises and social organizations. We must strengthen the implementation of and oversight over standards, further advance the public disclosure of standards and improve overall standardization benefits. We must strengthen international exchange and cooperation in standardization, increase coordinated efforts between standardization and diplomacy, economic and trade work, and science and technology, expand the formulation and conversion-and-application of international standards, and bring China's standards to a new level of internationalization. The national market regulation system must seize the opportunity of institutional reform to deepen the reform of standardization work, solidly advance the construction of the standardization system, comprehensively raise the level of standardization work, foster a fair and competitive market environment, energize all kinds of market participants, accelerate the conversion and application of scientific and technological achievements, raise the level of China's manufacturing and promote high-quality development.

In his address, Tian Shihong noted that, in order to seize the major opportunities of the Fourth Industrial Revolution and better leverage technological change to enhance social welfare, we must take active and proactive action and integrate ourselves in, hoisting the sail of standardization and propelling forward the surging tide of the industrial revolution. In terms of standardization strategic layout, we must actively dovetail with the new demands of the Fourth Industrial Revolution; in terms of standardization system building, we must highlight the new fields of the Fourth Industrial Revolution; in terms of the reform of standardization work, we must broaden the new pathways of the Fourth Industrial Revolution; in terms of international cooperation in standardization, we must drive the formation of new synergy in the Fourth Industrial Revolution; and in terms of standardization capacity building, we must strengthen the new dynamics that serve and support the Fourth Industrial Revolution, in order to make new and greater contributions to high-quality economic and social development.

Liaisons of the member units of the State Council Inter-ministerial Joint Conference on Coordinating and Advancing Standardization, the Certification and Accreditation Administration of the People's Republic of China, relevant departments of the State Administration for Market Regulation and persons in charge of relevant directly-affiliated and attached units in Beijing, and all staff of the Standardization Administration of China attended the event.
