Shenzhen Special Zone Daily News (reporter He Yong, correspondent Bao Li): Reporters recently learned at the 2018 World Standards Day symposium organized by the Shenzhen Municipal Market and Quality Supervision Commission that the city has cumulatively participated in developing 5,413 international and domestic standards in recent years, and its voice in international and domestic standardization has been markedly strengthened.
World Standards Day falls on 14 October every year. This year, the three major international standardization organizations – ISO, IEC and ITU – jointly chose "International Standards and the Fourth Industrial Revolution" as the theme. At the symposium, representatives from CEC Saixi Information, CIMC, Geesun, DJI, Han's Laser, BYD, BGI, HXFangzhou and other companies shared their experience in standardization. Shenzhen's "Standards+" strategy is being progressively implemented. The city has issued the "Guiding Opinions on Promoting the Implementation of the 'Standards+' Strategy", compiled a "Standards+" strategy list, and initially formed a "Standards+" working framework, driving accelerated and integrated development of standards across all aspects of the economy and society.
It is reported that the city has cumulatively participated in developing 5,413 international and domestic standards in recent years; more than 60 international and domestic standards organizations now have working bodies based in Shenzhen, and more than 200 Shenzhen experts hold key positions in international and domestic standardization organizations.
At the same time, the influence of local standards has been further enhanced. Various departments have actively participated in the development and implementation of local standards, and the city has cumulatively issued nearly 500 local standards. Among these, a number of important local standards have played a significant role in raising the level of urban construction and management, protecting the environment, regulating market competition order and promoting the development of emerging industries.
Market-led standard-setting has developed rapidly. Standards alliances and social organizations have issued nearly 400 association and alliance standards, and enterprises across the city have self-declared and disclosed 19,000 standards on the national platform. The quantity and quality of market-led standard-setting both rank among the top nationwide.
New progress has been made in standardization pilot and demonstration work. In 2018, the city was the first to complete national standardization pilot and demonstration tasks in such areas as government services for enterprises, park management and services, and urban mining and circular economy, generating a body of replicable and scalable standardization results.
At the symposium, Kuang Bing, Director of the Shenzhen Market and Quality Supervision Commission, set out the next phase of Shenzhen's standards reform and innovation: vigorously launching a "Year of Standards Development" campaign, driving breakthroughs in standardization institutions, mechanisms and platforms, establishing the "Shenzhen Standards Promotion Association", giving full play to the role of association standards, and strengthening standards work in key areas such as food. The city will also accelerate the development of the National Technical Standards Innovation Base and the International Standardization Talent Training Base, build public standards-related technical service platforms for enterprises, and provide high-level standardization technical support for enterprise development through policy support, technical services and talent and intellectual support.
