On April 8, 2020, nine departments — the Department of Science and Technology, the Development and Reform Commission, the Department of Industry and Information Technology, the Department of Finance, the Health Commission, the Healthcare Security Administration, the Local Financial Supervision and Administration Bureau, the Traditional Chinese Medicine Bureau, and the Drug Administration of Guangdong Province — jointly issued the Several Policy Measures on Promoting Innovative Development of Biopharmaceuticals (hereinafter the "Measures"), with the aim of enhancing original innovation capacity and international competitiveness in biopharmaceuticals, promoting high-quality development of biopharmaceutical science, technology, and industry, and improving biosecurity governance capacity.

The Measures clearly state: support Shenzhen in pursuing refined and in-depth development in industries including high-performance medical devices, gene sequencing and bioinformatics analysis, and cell therapy; cultivate world-class biopharmaceutical enterprises and research institutions; and build the city into a global source of biopharmaceutical innovation and development. Organize and implement provincial key special programs in precision medicine and stem cells, new drug innovation, key technologies and equipment for traditional Chinese medicine, high-end medical devices, and other areas.

As a high-tech innovation hub, Shenzhen has long been at the national forefront in biopharmaceutical development. On March 3 of this year, the Shenzhen Municipal Government issued the Guiding Opinions on Promoting the Clustered Development of the Biopharmaceutical Industry in Shenzhen and two supporting documents, as well as the Several Measures on Promoting the Clustered Development of the Biopharmaceutical Industry in Shenzhen. These documents explicitly mention developing biotherapy technologies such as stem cell therapy, immunotherapy, and gene therapy, and actively promoting the translation of research achievements and supporting the establishment of clinical research and translational application platforms for somatic cell therapy.

Cell therapy technology will be one of the most important means for treating human disease in the future. Formal channels for filings of stem cell new drug research and clinical research are now also open.
